Location: Washington University in St. Louis, Missouri
The second presidential debate takes the form of a town meeting. Half the questions will be posed by citizens and half by the moderator. Candidates will have 2 minutes to respond and an additional minute for the moderator to facilitate discussion. Town meeting participants will be uncommitted voters selected by the Gallup Organization.

The debate will be divided into six segments of 15 minutes each on topics selected by the moderator. The moderator will open each segment with a question, and each candidate will have 2 minutes to respond. Candidates then may respond to each other. The moderator will use the balance of time for a discussion.
