The Colorado Constitution currently states that every citizen who has attained the age of 18 years, has resided in the state for some time as may be prescribed, and has duly registered as a voter if qualified by law, shall be qualified to vote in all elections. Amendment 76 would replace “every citizen” with “only citizens.”
We see no reason to apply this apparent limitation. There has been no abuse of “every” through the years.
Leave the constitution alone and vote No on Amendment 76.
