Superintendent’s logic does not follow

In the Nov. 17 Journal, I read two stories about Re-1’s Superintendent Alex Carter, and I’m still confused. When did it become necessary for anyone to paint Kinder Morgan as villain just because the company is “only paying the minimum tax”?

One assumes that Carter sends extra monies to the state of Colorado when he buys gasoline to help alleviate the deplorable condition of the local roads. By his logic, we must, to be fair, charge extra taxes against the earnings of the Ute Mountain Casino, the earnings of prosperous farmers, Osprey and any other group or business that is not paying “their share.”.Who gets to decide who pays and how much?

I thought that was decided by the taxpaying voters.
