Weed protocol provokes befuddlement

On Aug. 12, I was heading to work and on Road 12 there as a truck spraying weed killer along the side of the road and the bar ditch. Going down Road BB I saw a tractor with a brush hog attached to the side heading west (on Monday they started mowing the bar ditch down Road BB). So when I came home, I saw that after the truck sprayed the weed killer along Road 12, the tractor came along and mowed the bar ditch. Huh? So what’s the rationale here? If the mowing doesn’t kill the weeds, the weed spray will — or is it vice versa? Yes, it looks nicer having it mowed than having a bunch of dead weeds standing.
