Rain-barrel rationale does not compute

I just read that Sen. Jerry Sonnenberg stopped a bill that would have allowed two 55-gallon rain barrels to water gardens and grass. The reason given makes no sense at all. When water falls on my roof it is soaked into the ground. When I water my garden a large amount is soaked into the ground. Same thing. If the rain water from your roof makes it to a stream or lake, the city adds chlorine and fluoride then sells it back to you. So you see it can’t be about whether or not the water makes it into the stream, river, or lake. It is about money. They sell us something that is God-given, and for this old boy, that is wrong. Free the water!
