Town Board weighs pot moratorium

The second meeting of the year for the Mancos Town Board promises to be a busy one.

The board is expected to meet Wednesday, Jan. 28, at 7 p.m. at Town Hall.

Board members plan to discuss five ordinances, including a temporary moratorium on new marijuana licenses.

The proposal, which is being presented as an emergency ordinance, would, if approved by the Town Board, put an immediate moratorium on medical and retail marijuana licenses, except for one already received by town staff.

Staff need time to work with the town attorney to clear up inconsistencies in the town code related to licensing, possession of marijuana or marijuana products and anything that might conflict with Amendment 64.

"During this time, staff is also requesting direction on cultivation and infused-product facilities," a staff report stated.

Board members also plan to re-adopt the Three Mile Plan for annexation. The plan was adopted March 21, 2007.

Also on the agenda is an ordinance that would remove criminal penalties for violations of the Land Use Code and clarify penalties for such violations. The proposed change would allow a judge to fine up to $499 per violation per day. The proposal would be subject to a public hearing.
