Apply water restrictions down-river

I visited Orange, Calif., 12 years ago, when Colorado was in a severe drought. Many farmers had to cut back watering their farmland so drastically that they had to sell many of their cattle. It was sad to drive along the highways and county roads and see nothing but brown.

The forests were dying off, too, indirectly due to this drought. But when I spent a week in Orange, Calif., at a large motel, instead of sweeping or blowing leaves off their sidewalks, they were spraying them off with a very high-pressure garden hose. Why didn’t our water restrictions apply to the millions of people down-river? I wonder if California is still being allowed to waste this precious resource.
