The town board decided to postpone passing a resolution to prohibit or allow marijuana retail sales in the town of Mancos.
"It might be nice to buy some time and see what the federal government is going to do," said Town Counselor, David Liberman. The state has to have a plan in place by July 1, 2013 and the town of Mancos has to have an ordinance and procedures in place by Oct. 1. The town then has 90 days to issue a license in response, which would be Jan. 2014, if the license was applied for on Oct. 1.
If the town passes an ordinance to prohibit a retail store, that would not affect an individual's right to have their own marijuana, according to the law.
The board approved a landscape permit from the Colorado Department of Transportation (CDOT) for five locations along Highway 160. The permit runs from Jan. 1, 2013 to Dec. 31, 2013. The town will do some planting in the different areas along the highway, but they agreed that if the road needs repaired or widening, then CDOT is not responsible for any damage to the landscaping that occurs during the process.
A town trademark agreement was set up, as the board of trustees requested. The board approved the agreement, which give Mancos the "exclusive nationwide rights to the use and display of the registers service mark "Gateway to Mesa Verde". Businesses in the Mancos Valley, with a town of Mancos business license, would pay $5 to use the trademark; those businesses in the Mancos Valley who don't have a town of Mancos business license would pay $30. All requests to use the trademark must be approved by the board.
The board requested that a water rate study be done to determine the base gallons offered by Mancos each month. A proposal by RPI Consulting, Durango, would be $7,520 to conduct the study. The board, however, wants to get more input from water professionals and do more research. They postponed their decision until February.
In other business, the board approved the 2013 water and sewer tap fees, the 2013 dog license fees and the 2013 cash in lieu of land dedication fees. These were housekeeping items and are set every year.
The search for a new town administrator continues. The town has received over 25 resumes for the position. The search committee will look at them this week to narrow them down.
